Check the ISD 709 Return to Learn plan for more detail. Why is full in person learning for elementaries moving forward? On December 16, Governor Tim Walz announced updates to Minnesota’s Safe Learning Plan for the 20-21 School Year that help prioritize and support in-person learning for elementary students.

In this model, schools create as much space as possible between students and staff as is feasible during the day, but are not held to strictly enforcing the 6 feet of social distancing. Students and staff follow good hygiene practices like frequent hand washing, symptom checks, wearing masks and frequent cleaning and sanitizing of spaces. Students remain in their classrooms. In this model, families have the ability to choose distance learning rather than in person if they wish.
Why is full in person learning for elementaries moving forward?
On December 16, Governor Tim Walz announced updates to Minnesota’s Safe Learning Plan for the 20-21 School Year that help prioritize and support in-person learning for elementary students. District and school administrators are incorporating them into planning.
The new state guidance is designed to prioritize in-person learning for the state’s youngest students. Per the Governor’s announcement:
• Schools play a critical role in the health, well-being, and education of Minnesota’s children.
• Youngest kids are less susceptible to serious complications from COVID-19.
• We have learned how to reduce spread in schools from success in other settings.
What about middle and high school students?
As per the state’s Safe Learning Plan, our middle school and high school students must continue with distance learning, with exploration and planning for returning to in-person learning as conditions and guidance allow.
When does elementary in-person begin?
In order to safely transition to an in-person or hybrid learning model, we’re following a rolling start process (required by MDH and MDE) in which students are gradually brought back in the building. For families who choose full in-person, classes:
  • Monday, January 25: Kindergarten through second grade return
  • Monday, February 8: Grades three through five return
  • Families may choose to remain in distance learning if they wish.

To prepare for the transition, there will be no distance learning for elementary students Pre-K through Grade 5 January 19, 20, and 21. Those three days were chosen to reduce the impact on students - they’re sandwiched between the Martin Luther King Jr. student holiday Monday January 18 and the Friday January 22 semester break, another student holiday.

Bell times are 7:45AM - 2:15PM Monday through Friday.

Who is my child's in-person teacher?

The district is building a teacher schedule based on the balance of students returning in-person and those who remain in distance learning. As soon as the schedule is finalized it will be shared with families.

Do students and staff need to wear face masks for in-person learning?
Per the Governor’s executive order, and Duluth Public Schools policy all students older than 5 years of age and staff will be required to wear cloth face coverings, (unless medically exempt).
  • Only students with documented medical conditions and/or IEP team determined cognitive or behavioral health concerns will be allowed to not wear a mask.
  • Masks are required in school and on buses for all who wish to attend school in person.
  • New state mitigation strategy: The state and district strongly recommend face masks and face shields be worn together by school staff at all times.
Will masks be provided for students?

Students will need a mask for boarding the bus and entering school on the first day of in-person. This can be an inexpensive, disposable mask or a personal mask you provide for your child. Duluth Public Schools will provide students with a reusable, washable face covering as students return to in-person learning. It is encouraged that families obtain additional face coverings as needed.

How does this impact Tier 1 and KEY Zone programs?
Transitioning to Elementary In Person will significantly impact Tier 1 Childcare & KEY Zone. Participating families are receiving detailed information regarding these impacts.

Families are asked to check temperatures and conduct home symptom screening before sending children to school. Keep children home if they have a fever or symptoms. Safety guidelines will be followed, as outlined in the Stay Safe MN 2020-2021 Planning Guide for Schools:

  • Check your child for fever and symptoms before sending them to the bus stop.
  • Students must not board the bus if they have a fever or are experiencing symptoms of COVID.
  • Students who become ill during the school day will need to find alternate transportation home.
  • Make sure your child has their face covering. Per the Governor’s executive order, all students over the age of 5 years and staff will be required to wear cloth face coverings on the bus and in school, (unless medically exempt).
  • Help your child understand how to keep six feet away from others at the bus stop.
  • School buses must create a 6 foot distance between the driver and students.
  • Students will sit two to a seat.
  • Students will fill the bus from the back to front and assigned seats may be implemented based on routes and capacities.
  • Students will exit the bus from front to back.

In addition:

  • Staff will clean and disinfect transportation vehicles regularly, focusing on frequent cleaning of touched surfaces in the vehicle.
  • Staff will keep doors and windows open when cleaning the vehicle and between trips to let the vehicles thoroughly air out.
  • Look for specific information from your school about family drop off procedures and where your child should go once they're dropped off.
  • For safety reasons, schools are limiting access to visitors during the pandemic. Please do not exit your vehicle or enter the school building during drop off.

  • New state mitigation strategy: all public schools providing in-person or hybrid learning must offer on-site COVID testing to all staff that interact with students. The state said it will provide training and saliva test kits so that schools can conduct this testing.
  • Ensure ventilation systems operate properly and increase circulation of outdoor air as much as possible.
  • Hand sanitizing stations throughout each building and in each classroom.
  • Water fountains are not available for use during the pandemic.
  • Keep students and staff in small groups that stay together as much as possible throughout the day and from day to day.
  • Limit mixing between groups as much as possible, such as during lunch in the cafeteria, bathroom breaks, arrival and dismissal, free periods, recess, etc.
  • If staff observe a student experiencing symptoms, the student will be moved to an isolation area for assessment and if needed parents will be notified to pick up their child.
  • Hallway floors are marked with arrows. In general, students should stay to the right while walking down hallways.
  • New state mitigation strategy: It's strongly recommended that face masks and face shields be worn together by school staff at all times
  • New state mitigation strategy: When educators cannot be six feet from students (small group and individual instruction), when possible add a clear barrier between the adult and student.
  • New state mitigation strategy: For early learning and elementary schools only, all special lessons must be held in the classroom or outside (weather permitting).
  • Each classroom has cleaning supplies for use throughout the day.
  • Classrooms are set up so students have space between each other to work.
  • Buildings will use the same seating structures they had during hybrid.
  • Seats for spacing are marked with X's.
  • Students will have an opportunity to wash or use hand sanitizer before lunch.
  • Students wear their face masks while getting their food.
  • Students will be served their lunch on a tray, including fruits and vegetables.
  • We're not using keypads during the pandemic. Child Nutrition staff will check in students.
  • Students can take off their mask once seated and ready to begin eating.
  • Students will put their mask back on when they get up and walk around the cafeteria.

In addition:

School breakfast and lunches, whether students are in-person or at home learning, are availble at no charge.
Students are allowed to bring their lunch to school, a carton of milk can be purchased for 50 cents.
Once in-person learning begins, elementary schools will no longer provide bagged meals for pickup. Distance learning families can still pick up bagged breakfast and lunches at Denfeld High School , Lincoln Middle School , Ordean East Middle School and East High School between 11:30 a.m. - 1 p.m. Meal bus hubs will be revised.

Handwashing/hand sanitizing before and after playing on structures and social distancing will be practiced.

In Addition:

For playgrounds in winter, in general and per the US Centers for Disease Control and Prevention, when temperatures allow, cleaning efforts focus on plastic or metal high-touch surfaces where hands frequently make direct contact like grab bars and railings between groups of children.

MDH and CDC recommend routine cleaning and disinfection occur to assist in prevention of the virus spread.

  • Two times daily cleaning of high touch surfaces. ISD 709 uses Oxivir wipes which have a 1-minute kill time.
  • Two times daily cleaning of common areas including bathrooms, cafeterias, and gyms.
  • Cleaning kits provided in every classroom to address daily needs by classroom staff.
  • Thorough disinfecting of building spaces on a nightly basis as outlined by the CDC and MDH.
  • Employees and students are asked to help by wiping/cleaning their personal workspaces and electronics at least once each day.

Schools must report all confirmed cases of COVID-19 to the MN Department of Health (MDH) or their local public health agency. It's important that all families report lab-confirmed COVID cases to their school.

  • MDH or the local public health agency conduct a case investigation and identify anyone who potentially has been exposed to the confirmed case.
  • MDH or the local public health agency notifies those who have been exposed and provides them with information about how to protect themselves, their families and their communities.
  • Schools are asked to assist in the notification process of all close contacts.
  • Schools make sure they're following HIPAA/FERPA data privacy laws.

This decision tool applies to children, students, or staff members who are experiencing symptoms consistent with COVID-19. It comes from the MN Department of Health.

Symptoms consistent with COVID-19 fall into two groups:

  • More common symptoms are one or more of these: fever of 100.4℉ or higher, new onset and/or worsening cough, difficulty breathing, and new loss of taste or smell.
  • Less common symptoms are two or more of these: sore throat, nausea, vomiting, diarrhea, chills, muscle pain, excessive fatigue, new onset of severe headache, and new onset of nasal congestion or runny nose
